Position Description: CDMC Project Manager

Fowler is actively seeking a Project Manager to oversee our Contractor Directed Maintenance Contract (CDMC) with the Ministry of Transportation. Reporting to the Senior Project Manager, you will be responsible for ensuring all contractual requirements are met throughout the project's duration. You will provide direction and guidance to patrol supervisors, forepersons, and other direct reports to maintain a safe and productive work environment. This role includes managing cost controls, productivity, financial reporting, resolving contractual issues, maintaining relationships with subcontractors and suppliers, communicating with the owner, processing payments for completed work, and ensuring the project's successful completion.

Fowler is excited to expand our Winter Maintenance Operations into the Sudbury East area. As of September 1, 2026, we will be the new service provider for this contract, meaning exciting opportunities are on the horizon to join our winter maintenance team.

Key Responsibilities

  • Schedule, organize, and provide technical support to the maintenance activities in accordance with the OHSA, Fowler’s health and safety policies and project requirements.

  • Instruct all job personnel in a clear, concise manner on all maintenance and safety aspects of the job when directing work tasks and detailing contract requirements and milestones.

  • Work with and alongside the patrol supervisors to plan the work sequence and overcome obstacles using effective safety-conscious best practices.

  • Strive to maximize the profitability of this project by minimizing costs and motivating crew productivity.

  • Ensure continued communication with subcontractor/supplier to meet the project schedule.

  • Complete work with attention to detail to produce a quality product.

  • Complete daily diary notes to document changes, directions, issues and productions.

  • Encourage safe equipment and site operations at all times.

  • Liaise with onsite inspectors, owners’ representatives, enforcement officers, and the public.

  • Complete the work in accordance with the contract, specifications and budget.

  • Report to the Senior Project Manager daily on productions, payments, quality, safety, issues and progress.

  • Participate in and attend other Fowler initiatives to grow and develop the company.

  • Conduct yourself in a professional and mature manner.

Position Requirements

  • 5+ years of experience working in highway/road repair and maintenance.

  • Knowledge of Acts such as the Highway Traffic Act, OH&SA, Transportation of Dangerous Goods Act, and all other applicable legislation.

  • Computer literate (Word, Excel, Project, PowerPoint, etc.).

  • Strong organizational/analytical skills with clear verbal and written communication abilities.

  • Exceptional organizational abilities with task prioritization, multi-tasking, use of timelines and time management techniques.

  • Previous experience in a supervisory or project manager role.

  • Strong work ethic and the ability to lead and direct other staff.

  • Ability to work in a fast-paced environment.

  • Must be able to work with little supervision; must be self-directed.

  • Must maintain a valid driver’s license. Preference given to those with a DZ or equivalent license.
