CIVIL CONSTRUCTION
BUILD & PAVE | THAT’S THE FOUNDATION OF OUR BUSINESS
Our civil construction strengths are diverse and proven. Our expertise ranges from site development to rock excavation, road and highway paving, sewer and watermain work, and environmental response services. Fowler also offers a full range of commercial construction capabilities.
MUNICIPAL MUST-HAVES
Municipal civil construction, also known as municipal engineering or public works construction, involves designing, constructing, and maintaining infrastructure and facilities that serve the public within a municipality or local government jurisdiction. These projects are essential for the community's residents' well-being, safety, and quality of life.
FOWLER’s extensive civil construction experience in the Parry Sound, Muskoka, and Haliburton regions includes everything from building infrastructure to maintenance contracting. With every project, our primary objective is to make communities safe and strong.
We have a proven record of excellent constructing and maintaining infrastructure and facilities, providing value engineering and constructability reviews. These projects involve the construction of various structures and systems that provide essential services and improve the quality of life for municipalities and their residents. Our civil construction projects range from small-scale developments to large, complex undertakings.
PAVING: ROLLING OUT TOP QUALITY
Paving of roads is a crucial aspect of civil engineering and construction involving roadways' design, preparation, and surfacing. Proper road paving ensures safe, durable, and smooth transportation infrastructure.
At FOWLER, we are pretty pumped about paving. Our asphalt operations are renowned for being top- quality in materials, smoothness, and thickness. Plus, we have the special equipment needed. Our material transfer vehicles (shuttle buggies) will disperse asphalt into our pavers – and then our pavers will lay down the asphalt to a predetermined thickness. We have various rollers, steel drums and pneumatics to compact it from there.
Sounds easy, but it is not - road paving is a complex process that brings together skilled engineering types, construction crews, and equipment. Proper construction and ongoing maintenance are essential to keep roads in good condition and ensure the safety and efficiency of transportation networks.
ROADS & HIGHWAYS: NOT AS “STRAIGHT AHEAD” AS IT SOUNDS
"Roadwork" is a term that refers to the construction, repair, and maintenance activities conducted on roadways and highways. Roadwork encompasses a wide range of tasks and projects to build and maintain road infrastructure to ensure safe and efficient transportation. FOWLER has the specialized equipment, industry insight, and seasoned experience to construct and maintain roads/highways well, as well as obtain necessary permits
When you think “FOWLER,” we want you to think “Infallible Quality.” But we also want you to remember that when you see the FOWLER crew on your commute, you see community members working on the roads that our families, friends, and loved ones travel daily.
Around here, we take enormous pride in living, playing, and working in the same area codes. Our team loves the camaraderie, the challenge, and the feeling of driving on roads that they built themselves. Plus, knowing that you have made the lives of everyone commuting our road systems safer by widening, straightening, and addressing problem areas is a fantastic feeling.

DESIGN & BUILD: OUR WAY IS HIGHWAY
Building a highway involves a comprehensive process encompassing various stages, from initial planning and design to construction and ongoing maintenance.
Over the years, FOWLER has put forth many plans for the most efficient, cost-effective, infrastructure- focused construction and has been awarded the design/build contracts for projects such as HWY 518 and HWY 11. These projects were performed professionally and delivered a high-quality product.
Highway construction is a complex and multifaceted process that requires the collaboration of engineers, construction crews, regulatory agencies, and other stakeholders. The goal is to create a safe, efficient, and sustainable transportation infrastructure for the community's needs.
In addition to our solid and robust proposals, our mandate is to deliver industry-leading service built on integrity, putting our hearts into everything we do, including our roads.
RAILWAYS: WE KEEP THINGS ON TRACK
From derailments to paving for the CN to service crossings and more, FOWLER does what it takes to keep our railroad systems "on track.” We have the capability to bring in specialized equipment (Hi-RAIL Equipment) to reach areas where “regular” equipment cannot go without damaging the tracks.
Railway-related works have included:
rail crossing asphalting operations to “smooth” out rough crossings, helping the Railway Companies repair deteriorated crossings
Fowler has always constructed railway major overpasses while ensuring continuous trans-Canada rail traffic.
Fowler is prepared to respond to rail emergencies to get cargo and passengers moving again.
ROADS & HWY MAINTENANCE
Highway maintenance is the process of preserving, repairing, and enhancing the condition of roadways to ensure they remain safe and functional for the travelling public. Proper highway maintenance is essential to extend the lifespan of roads, reduce safety hazards, and minimize the need for costly reconstruction.
From Simcoe County to North Bay, FOWLER takes care of the predictable, planned road/highway Maintenance that must be addressed each season, and we do not stop there. When a road situation arises, such as a sinkhole, we show up to tackle the challenge, and we won’t stop until it’s resolved so that our community members can get back to safely commuting as quickly as possible.

Propose and establish a long-term solution to prevent future reoccurrence
Repair and restore the sinkhole with appropriate materials.
Compact the material to ensure quality
Then, once it is back to final grade, we pave it all over.
This is just a tiny window into “a day in the life of FOWLER." The fact of the matter is that our infrastructure in Ontario is not made for rain we’re getting now, so FOWLER will be called on for sinkhole repairs, washed-out culverts, and other infrastructure-related improvements on an ongoing basis.
SEWER & WATERMAIN: WE KEEP THINGS FLOWING
Muskoka/Parry Sound/Haliburton: These stunning areas are experiencing growth, requiring improvement and increased capacity in the underground infrastructure. Also, our jurisdiction has an aging infrastructure which must be replaced and rehabilitated before anything becomes an “emergency.
Fowler is well positioned to perform underground infrastructure, be it Watermains, Sanitary Sewers or Storm Sewers. Fowler has extensive experience in these installations and is able to deal with challenging conditions, whether in rock, soil or saturated conditions. Fowler believes in “doing it right the first time,” eliminating the need for re-work. FCCL installations ensure durability and reliability.
Fowler is also able to carry out Sewer and Water System maintenance activities:
Sewer maintenance involves a series of activities and practices designed to ensure sewer systems' proper functioning, safety, and cleanliness. Sewer systems, including sanitary sewers for wastewater and stormwater sewers for rainwater runoff, play a critical role in urban infrastructure. Proper maintenance is essential for the protection of public health and the environment. Neglecting maintenance can lead to sewer backups, overflows, property damage, and environmental contamination.
Watermain maintenance is all about establishing and protecting a reliable and safe drinking water distribution to our communities. Regular maintenance practices help reduce water loss, improve water quality, extend the lifespan of infrastructure, and ensure that the public can access clean and safe drinking water.
As a result, a big part of FOWLER’s sewer and water primary efforts are focused in these areas, and we could not think of a more beautiful place to hang our hard hats. Working within our Muskoka/Parry Sound/Haliburton communities is a true pleasure, and we are proud to keep the clean water flowing for our friends and families."
